Deputy Chairperson of the EU-Ukraine Parliamentary Association Committee
(PAC) V.Halasiuk said that harmonization of technical standards is one of the
key areas of the EU-Ukraine cooperation in the framework of implementing DCFTA. He stressed the importance of its immediate
implementation and told about separate aspects of fulfillment of the
Governmental Action Plan. The Committee Chair analyzed the results of implementing the EU autonomous trade preferences regime for Ukraine and said that, though, positive effect of such a move was visible in the part of exporting agricultural products, it does not solve the issue of sale of Ukrainian industrial goods.
In this context, the MP stressed that loss of technological potential and human resources is a serious problem for Ukraine.
V.Halasiuk noted positive shifts in establishing favorable conditions for doing business in Ukraine, as was shown in the Doing Business Report 2015, where Ukraine occupies the 96th place now.
Summing up, the Committee Chair said that “Ukraine’s economy requires serious restructuring on the model of radical transformations made by the EU countries.” He stressed that Euro-integrational experience of Central European countries should be an example for Ukraine.
V.Halasiuk presented PAC members the draft model of Ukraine’s industrial development, elaborated by the Committee. He stressed the necessity of establishing highly productive jobs and funding programmes of industrial and innovative development.
